Reform without consolidation?

Georgia’s post-Rose Revolution reforms transformed state capacity and reduced petty corruption, creating one of the most striking governance success stories in the region. However, these gains proved difficult to consolidate. Over time, political and economic power has become increasingly concentrated, raising questions about institutional resilience and the risk of elite capture.
